How this website handles your information, the outside services we link to, and your privacy rights, including under California law.

What this policy covers

This policy applies to the website www.starsinfantprogram.com, operated by Stars Bay Area Inc. ("Stars", "we", "us"). It explains what the website collects when you visit, who else may receive that information, and the choices you have.

Health information you share with Stars during an assessment, by phone, or in person is governed separately by federal HIPAA rules. See our HIPAA Notice of Privacy Practices for how we handle protected health information (PHI).

What this website collects

We do not use advertising, retargeting, session-replay, or third-party analytics tools on this site. To see how the site is used, we count page visits and taps on the call, text, email, directions, and request buttons, in total, through a reporting service our website provider runs for us: no cookies, nothing stored on your device, and nothing that identifies you or your child. A count notes only the page, the language on screen, the kind of device (phone, tablet, or computer), the time, and, for the first page of a visit, the website you came from (its name only, never the page you were on). If your browser sends Global Privacy Control or Do Not Track, nothing is counted. There are no marketing forms. Beyond those counts, the data a visit generates is the standard information any browser sends to any web server, a small amount of information stored only in your own browser, and, only if you use it, the questions you type into Ask Stars.

Server logs

Our hosting provider may keep brief access logs (IP address, browser type, requested page, timestamp) to operate and secure the website. These logs are not used for advertising and are not sold.

Storage on your device

Your browser remembers two kinds of choices: your preferred language (English or Spanish) and your display settings (day or night theme, text size, reduced motion, contrast, decorations). These preferences are stored in your browser. When you use Ask Stars, your selected language accompanies your question. Ask Stars keeps the conversation only in this page's memory, not in browser storage. Reloading, leaving the page, or choosing Start over clears the conversation here. This does not request deletion from the answer service. We set no tracking cookies.

Ask Stars

Ask Stars opens from the Ask Stars button in the header on phones, or from the round badge in the corner on larger screens. When you send a question for an answer, the question, earlier turns of that conversation, and a random session identifier are sent to the answer service that powers Ask Stars. Answers draw on the public content of this website. The built-in privacy explanation is shown locally without sending the question. Nothing from the conversation is sent until you press send; a tap on its call or request button is counted like any other, as described above.

Please do not include medical record numbers, health details, or other personal information in a question. Ask Stars does not diagnose or decide eligibility; for those conversations, use the Early Start request or call Stars.

The Early Start request

The online Early Start request asks about a child and how Stars can reach you. While you fill it in, your answers stay only in your browser session. They are not saved to your device, not placed in web addresses, and not sent anywhere until you choose to send the request. When you send it, the request goes over an encrypted connection to the secure request system our website provider runs for Stars, where Stars staff review it.

Campaign information from the link you used to arrive (for example, a QR code or a clinic's referral link) is not kept with your request, and it is never combined with health information.

Outside services we link to

Fonts, images, and scripts all come from our own site. This website makes three connections of its own, all described above: the visit counts, sent to the reporting service our website provider runs for us, a question you choose to send to the Ask Stars answer service, and an Early Start request you choose to send. Some links take you to services operated by others. Following a link takes you to their site, which has its own privacy policy:

  • Stars Assessment Center, our separate Stars service at starsassessmentcenter.com.
  • The payer-approved Early Start form hosted by JotForm (HIPAA-enabled), reached from our QR code page.
  • Early Start information packets hosted on external file links, reached from our QR code page.
  • Google Maps, for directions to our office (a link, not an embedded map).
  • Facebook and Instagram, where Stars posts updates.

We do not control how those companies handle your information once you leave our website.

How we use information

We use the limited information this website collects only to:

  • Operate the website, keep it secure, and see how it is used (the counts described above).
  • Remember your language and display preferences between visits.
  • Respond to an Early Start request you choose to send, a question you send in Ask Stars, or a call or email you make.

We do not sell or rent information collected through this website. We do not use it for advertising or to build profiles about visitors.

Text messages (SMS)

Stars sends text messages only to people who opt in by checking the SMS consent box on one of our forms. Those messages may include appointment reminders, service updates, and follow-up or responses to inquiries. Message frequency varies. Message and data rates may apply.

Mobile opt-in data and SMS consent are never shared or sold to third parties or affiliates for marketing or promotional purposes.

To stop receiving texts, reply STOP to any message. For help, reply HELP to any message, or contact us using the information at the bottom of this policy.

California privacy rights (CCPA / CPRA and CIPA)

If you are a California resident, the California Consumer Privacy Act (CCPA), as amended by the California Privacy Rights Act (CPRA), gives you the right to:

  • Know what personal information we collect about you and how it is used.
  • Request deletion of personal information we hold about you.
  • Correct inaccurate personal information.
  • Opt out of any sale or sharing of personal information for cross-context behavioral advertising. We do not sell or share personal information for advertising.
  • Be free from discrimination for exercising these rights.

To exercise these rights, contact us using the information at the bottom of this policy. We will respond within 45 days.

California Invasion of Privacy Act (CIPA)

We do not use third-party analytics, advertising pixels, session replay, or other wiretap-style tracking on this website. No third-party script loads on any page. The only connections this website makes of its own are the visit counts described above, which go to the reporting service our website provider runs for us and carry nothing that identifies you, the question you choose to send in Ask Stars, and the Early Start request you choose to send; the outbound links listed above only connect you to another site when you choose to follow them.

Children's privacy

This website provides information for parents, caregivers, and professionals about early intervention for children under age 3. It is not directed at children, and we do not knowingly collect personal information from children through the website. Information a parent or guardian shares as part of a child's assessment or care is handled under HIPAA and our Notice of Privacy Practices.

Security

We serve this website over HTTPS. We rely on our hosting provider to maintain reasonable, industry-standard security for the limited data it receives. No method of internet transmission is 100% secure.

Changes to this policy

We may update this policy when the website or the services we use change. When we do, we will update the "Last reviewed" date at the bottom of this page.
